testigos de la zona, muchos soldados
del ejército y Zapatistas murieron en
los enfrentamientos. Los civiles que
no fueron alcanzados por el fuego

ejército. La delegación visitó también
varia Fincas, (grandes extensiones
de tierra ocupadas por los latifundistas
en donde los indígenas tienen que
trabajar como peones por un salario
de entre 8 a 1Omil pesos -alrededor
de 3 dólares-).
Mientras tanto el Ejército Zapatista
se replegó ala SelvaLacandona donde
tiene establecido su Cuartel General.
Días más tarde, la delegación se
trasladó a los lugares donde se
encuentran los casi 21 mil refugiados,
98% de los cuales son indígenas. Sus
condiciones son precarias y carecen
de los elementos escenciales como
alimentos, ropa y medicamentos,
estos últimos necesarios para los
muchos indígenas enfermos. La

mayor parte de los refugiados se
encuentran en Escuelas, Centros
Culturales, Hospitales, Iglesias y
también en los albergues del Instituto
Indigenista de Mexico, en San
Cristóbal.
Delll all4 de enero, se reunieron
en San Cristóbal de las Casas en una
mobilización sin precedentes,
alrededor de 520 delegados de 280
Organizaciones Indígenas y
Campesinas de todo el Estado de
Chiapas para proponer soluciones a
este grave conflicto y demandar
justicia.
Los principales acuerdos fueron
la formación del Consejo Indígena y
Campesino del Estado de Chiapas,
CEOI, el apoyo a los zapatistas en
sus demandas y la búsqueda de
soluciones pacíficas mediante la
negociación.
Se consideró además necesaria la
formación una nueva relación entre
el Estado y los pueblos Indígenas, a
través del cambio de la Carta

proselitista en Tijuana (frontera con
Estados Unidos). Al parecer fue
asesinado por un individuo dentro de
la multitud que lo acompañaba, sin
embargo,
existe la opinión
generalizada de que su asesinato fue
parte de un complot organizado por
opositores a su candidatura dentro del
mismo PRI.
Existe el temor, entre los indígenas,
de que el Gobierno Mexicano tratará
de utilizar este asesinato como
justificación para no ceder en las
negociaciones
y
repnmlf
violentamente a los líderes indígenas
y alEZLN.
Durante los últimos días, tropas del
ejército se han trasladado a la región
en la que están localizados los
Zapatistas, para prepar una ofensiva.
El EZLN condenó el asesinato,
calificándolo de cobarde, y señaló a la
política de línea dura del PRI como
responsable. También anunció que el
ejército ha desplegado gran cantidad
de tropas tratando de rodear al EZLN
sobre todo en Las Margaritas,
Ocosingo y Altamirano.

Vicente Matute y Francisco Guevara
fueron asesinados el pasado 30 de septiembre.
Ambos eran líderes del pueblo Xicaque y
Vicente Matute era presidente de la
Federación de la Tribu Xicaque (FE1RIXI),
presidente del Consejo Hondureño para el
Desarrollo de Grupos Etnicos y Autóctonos
(CAHDEA), y el Coordinador General de la
Comisión para la Confederación del Pueblos Etnicos de Honduras . La comunidad ha
presentado reclamos legales al gobierno y a
terratenientes, que siguen invadiendo tierras
Indígenas para cortar maderas. Los pleitos
tuvieron éxito en cuanto a que se produjeron
reglamentos legales y se sentaron precedentes
para la retención del control de Indígenas
sobre sus tierras.
El30 de septiembre de 1991, a eso de las
5:00AM en el poblado de Plan Grande en el
Departamento de Y oro,! os dos líderes de los
Pueblos Indígenas de Tolupan (Xicaque)
fueron ejecutados mientras viajaban en un
camión. Ambos fueron "acribillados cuando
desaceleraron para cruzar un paso angosto.
Los perpetradores escaparon a la cercanía,
en los matorrales del camino."
Evidentemente los asesinatos son el
resultado de las declaraciones hechas por los
dos líderes, en una conferencia de prensa el
pasado 18 de septiembre; en la cual llamaron
atención sobre las amenazas de muerte
efectuadas por los terratenientes, en contra
de 130 familias de la tribu Pech localizada en

la Municipalidad de Dulce Nombre del
Culmi, en la Provincia de Olancho. En esta
conferencia de prensa Matute declaró que la
tribu Xicaque del Departamento de Yoro
enfrenta problemas similares, añadiendo que
uno de los miembros deFE1RlX1, Marcelino
Po lance fue herido por dos hombres vestidos
de civil.

El Primer Encuentro Nacional de
Pueblos Indígenas y Campesinos se llevó
a cabo en Sonsonate del 6 al 8 de
septiembre, y fue organizado por la
Asociación Nacional Indígena del Salvador (ANIS), el Centro Antropológico
del Salvador (CIADES), y el Ministerio
Ecuménico por el Desarrollo y la Paz
(MEDEPAZ). Los principales temas
fueron: tecnología apropiada, legislación
Indígena, ecología, y cultura. Entre los
participantes
se
encontraban
organizaciones internacionales y la
prensa nacional.
El objetivo del encuentro fue
recuperar los valores culturales
Indígenas como la lengua, historia y
toda la cultura, para promover el
desarrollo en la educación, ecología, y
tecnologías apropiadas para ser aplicadas
a culturas Indígenas, así como al resto
de la nación. Este fue un esfuerzo iniciado
por los Indígenas y campesinos de El
Salvador. Entre de las actividades
desarrolladas estuvieron la inauguración
de una escuela Indígena, talleres sobre
derechos humanos, derechos humanos
Indígenas, legislación Indígena, y
tecnologías apropiadas y recursos
naturales.

"NO HEMOS VENIDO A DESfilAR POR El 'DÍA DE LA RAZA', HEMOS VENIDO A
RECLAMAR NUESTROS DERECHOS".
En la provincia de Chimborazo los indígenas se reunieron
en sus comunidades para dirigirse a la cabecera cantonal de
Alausi, la víspera del "Día de la Raza", viernes 11 de
1991. Mujeres, hombres, jóvenes, ancianos y niños se
r:2t:r1 ieron para expresar sus reclamos y su rechazo a
; J fecha que significa "bien venida" para los españoles
~'&lt;.:ro para los indígenas, fecha sangrienta, dolorosa.
"No hemos venido a desfilar por el 'Día de la
~',hemos venido a reclamar nuestros derechos.
Bstamos aquí para pedir a los periodistas que, a nivel
nacional e internacional, hagan conocer nuestm
protesta contra las 'celebraciones' que se quieren hacer
sobre la primera invasión y despojo de nuestra tierra en
octubre de 1492". Aquí estamos presentes. Todavía
existimos," fueron las palabras de un dirigente.
Miles de indígenas, con sus ponchos rojos, sus
bocinas y sus danzas, miles de mujeres con sus hijos
a la espalda, caminaron tres y cuatro horas por los
montes tortuosos, en una cita de unidad y de protesta.
El aire ven toso y frio se contagió de la música de la multitud de bandas
que acompañaba a los comuneros. Las cuatro federaciones del cantón
de Alausi dieron un festival multicolor cargado de dignidad y de
entusiasmo a través de los cuatro costados: Totoras, Tixan, Ach upallas
y Sibambe, para llegar al encuentro de protesta, denuncia, reclamo y
rabia ante el siniestro acontecimiento de una historia distorsionada en
las escuelas de Ecuador.
En su recorrido por el campo y la ciudad, denunciaron los engaños
que han sufrido a través de 500 años, denunciaron la negligencia de las
autoridades, y la prepotencia de los grandes, y la avaricia de los
terratenientes que se dicen propietarios de una tierra que es de los
indígenas. Levantaron su voz fmne y clara contra la explotación de.
comerciantes, transportistas y "patrones" y expusieron sus reclamos
por la falta de atención de las instituciones públicas y la elevación de

las tasas de interés del Banco Nacional de Fomento.

Colombia

Veinte indígenas fueron asesinados el lunes 16 de diciembre a las
8:30p.m. durante una reunión de trabajo en Caloto, Colombia. La
masacre ocurrió cuando un grupo de 70 miembros de la comunidad
estaban en una reunión de rutina para planear el horario del siguiente
día de trabajo, en el predio "El NILO", resguardo de Huellas Municipio
de Caloto. Dos civiles gritaron a los indígenas de tirarse al suelo antes
de ser asesinados. La mayor parte de la gente salió corriendo
(huyendo), pero aquellos que se quedaron atrás (20 en total) fueron
asesinados a balazos y luego mutilados con un hacha La cifra total de
muertos fue de 20, 11 hombres, 5 mujeres y 4 niños.
Los testigos creen que los asesinatos fueron patrocinados por los
terratenientes, quieries el 7 de diciembre habían enviado el abogado
Gilberto Márquez a declarar abiertamente una guerra a la comunidad
de El NILO. El Predio "El NILO" había sido recuperado por la
comunidad indígena hace ya cuatro años. Desde el pasado julio se
dieron a conocer por medio de denuncias dirigidas a la procuraduría
regional, a la alcaldía municipal de Caloto, a las entidades regionales
y en general a la opinión pública, una serie de amenazas, intimidaciones,
y hechos violentos perpetrados contra la comunidad indígena.

El día de la gran concentración se cerró con intervenciones de
varios dirigentes de las federaciones de Achupallas, IncaAtahualpa,
General Rurniñahui y Atamzich, afmnando su determinación de
caminar unidos, luchar y triunfar con una política propia:
"Nosotros somos trabajadores autónomos de la tierra.
Con los productos del campo mantenemos al pueblo. Pedimos
a los trabajadores del campo y la ciudad que se unan a nuestros
justos reclamos".
"Como organizaciones, seguimos los trámites
correspondientes en esta dura lucha por la tierra", dijo otro
dirigente. Y añadió: "A pesar de nuestra actuación correcta en
los tramites legales, las autoridades no nos escuchan, no nos
atienden. Siempre están al lado de los ricos. Nosotros estamos
siempre dispuestos a negociar la adquisición de las tierras. No
pedimos tierras gratis. El problema grande está en que los
hacendados exageran de manera bárbara sus precios. Por
tierras secas, estériles, improductivas piden un millón de
sucres la hectárea. Eso es injusto. Cuando hacemos nuestro
reclamo y nuestro trámite legal, los jueces, como es de costumbre en
la mayoría de los casos, se inclinan al lado de la injusticia y la opresión.
Y sostienen precios inhumanos. Y persiguen a los dirigentes. Entonces,
¿qué nos queda? Nada más que unimos. Ser firmes y luchar contra los
abusos, contra las injusticias. Y defender nuestros derechos. Y a eso
hemos venido hoy. No hemos venido a desfilar por el 'Día de la Raza'.
Estamos aquí en esta gran concentración, para decir que protestamos

The Inter-Ethnic Association for the Development of the Peruvian Amazon (AIDESEP) held its
Thirteenth Assembly in September, 1988, and
called for changes in Peruvian government policy
to include Indian participation in designing
Amazon development policies.
Among the themes discussed were those of
land, natural resources and ecology, production
and commercialization, social services, and
organization. Consensus emerged on several key
points:
•"to demand changes in the government's economic policies for the Amazon, so that development benefits our comm~nities, and not the
bosses and business interests" -to develop an
urgent program for nutrition and medicine, with
the funding for this project controlled by Indian
representatives in order to avoid corruption;
•to develop a national plan for land titling for
Indian communities, with AIDESEP coordinating
the self-demarcation of Indian lands.
•that international funds from development agencies be prioritized to "recognize, title, and increase
the size of" Indian lands, "because we are the
ancestral owners and the best caretakers of the
Amazon''.

ASHANINKA INDIANS HELD IN
SLAVERY ~ -S-._c;_?

Among the most serious · violations of the
human rights of Indian people in Peru is the
enslavement of the Ashaninka people in the
Ucayali, Tambo, and Urubamba River regions.
At the recent Congress of the Regional Indian
Organization of Atalaya (OIRA), delegates called
for immediate action on the part of the Peruvian
authorities to stop these violations.
Delegates of the community of Diobamba
stated that 'Beman Cagna, owner of the Fundo
Nueva Luz has been exploiting more than 50
Ashaninka families for more than 30 years
through slavery and hard labor without payment,
and with threats of putting people in the private
jail he has built. Cagna has about 60 men working
in the extraction oflumber in the Tahuania Creek,
forcing them to work from 6am to 6pm.".
Florinda Arenas Campos denounced the
patron Victor Merino for raping her 15-year old
daughter in fron of her. Later, she said, Merino
took the young woman to the Fundo Salvaje on
the Ucayali River. In spite of Florinda's denunciations, no action has been taken by the authorities.
She revealed that Merino has 20 Indian people
working in his house as slaves.
There may be thousands of Indian people in
the Atalaya region who are being physically mistreated or held in slavery, whose lands have been
stolen,. Some who protested have been murdered.
According to OIRA, this is in clear violation of the
Law of Native Communities and related government regulations.

OF INDIAN
LEADERS IN
HONDURAS
(Honduras) Vicente Motute and his colleague Francisco
Guevara were killed September 30. They were both leaders of the
Xicoque people and Vicente Motute was president of the Federation
of the Xicoque Tribe (FETRIXI), the president of the Honduran Advisory Council for the Development of Autochthonous Ethnic People
(CAHDEA), and the general coordinator of the Commission for the
Confederation of Ethnic People of Honduras. The tribe has been
developing legal claims to the government and landowners who
hove been increasingly encroaching on Indian lands to cut timber.
lawsuits were sucoessful in providing legal rulings and precedents
for retention of indigenous control over their lands.
The news was reoeived by the Committee for the Defense of
Human Rights in Honduras (CODEH) and the Committee of Relatives
of the Disappeared People of Honduras (COFADEH).
On September 30, 1991, of about 5:00 AM in Plan Grande
Village, in the Deportment of Yoro, the two leaders of the indigenous peoples of Tolupon (Xicoque) were executed while travelling
in o truck. They were both • riddled with bullets when they
deoeloroted in order to cross o narrow pass. The perpetrators were
stoked out nearby, in the shrubs of the pass."
The assassinations ore evidently the result of declarations
mode by the two leaders at o press conference lost September 18th,
in which they drew attention to death threats by landowners
Eugenio Chavez, Nondo Murillo and the mayor of Duloe Nombre
de Culmi, Silvio Morin Juarez, against 130 families of the Pech
Tribe, located in the Municipality of Duloe Nombre of Culmi,
Olancha Province. At this conferenoe, Motute declared that the
Xicoque Tribe of the Yoro deportment fooe similar problems, adding
that one of FETRIXI's members, Marcelino Polonce, was wounded by

two men dressed in civilian clothing.

Please urge the Honduran Government:
1) To defend and guarantee the right to life of the inhobitonb of Honduras,
as provided few in the Inter American Convention on Humon Rights,
2) To investigate and clarify these extrajudicial execvtions and to punish the
parties found responsible.

(EI Salvador) The First
National Encounter of Indigenous
People and Campesinos was held in
Sonsonate on September 6-8, and
organized by the National Association of Indigenous Peoples (ANIS),
the Anthropological Center of El
Salvador (ClADES), and the Ecumenical Ministry for Development
and Peace (MEDEPAZ). The main
themes were: appropriate technology,
indigenous legislation, ecology and
culture. Among the participants were
international organizations, government representatives and the national

press.
The goal of the meeting was
to recuperate indigenous cultural
values such as language, history and
overall culture, in order to promote
development on education, ecology
and appropriate technologies which
can apply to indigenous cultures as
welt as to the rest of the nation. This
was an effort initiated by the indigenous peoples and the campesinos of
El Salvador. Among the activities
were the inauguration of an indigenous school, workshops on human
rights, indigenous rights, and indigenous legislation, and appropriate
technologies and natural resources.

Goals

During the first week of June a significant gathering of the three major
Mapuche organizations, Centros Culturales Mapuches, AD-Mapu, and Nehuen
Mapu, resulted in a clear set of jointly defined goals:
1. All Mapuche demands for the coming democracy in Chile shall be
presented through the Assembly of Civil Organizations, the nationwide coalition
of non-governmental organizations working for a democratic Chile.
2. The formation of a tripartite commission to formulate a document to
unite the Mapuche people into one organization that carries forward their struggles and goals.
The groups also agreed to the following proposals to the Assembly of Civil
Organizations:
1. The immediate repeal of Laws 2568 and 2750, which eliminate communal land holdings of Indian people, and a return to Law 17,729, which supported the gains in landholding made before the military coup of 1973.
2. The reinstatement of all lands taken from Indian communities under
Law 2568.
3. The reestablishment of the Indian Institute under Indian control.
4. The establishment of a new constitution giving rights of self-determination to Mapuche people. Legislation to conserve Mapuche
land and natural resources. Recognition by all sectors of
Chilean society of traditional Mapuche forms of sotial organization and authority structure. Guarantee of the rights of pol1
itical participation in national affairs.

Assault On Huilliche

Described

Carlos Orlando Lincomfm is a member of the Butahuillimapu, the central council which
represents 137 organized communities of Huilliche people between Valdivia and Chiloe in
southern Chile, and cacique (chief) of the province. In an article in Fortin Mapocho dated
June 9, 1986, he states, "After the coup [in 1973] they destroyed the Indian communal laws.
They divided our land, trying to do away with our organizations. They told us we would each
be landowners. But individualism is alien to the Huilliches."
Carlos says that Achala Island, which once belonged to Juan Bautista Inaicheo, another
cacique and a relative of Carlos, now belongs to a hotel owner from Quell6n. "Nobody knows
how he got a title of ownership." He adds, "The beaches that once were ours have been
turned over to individuals. We (l.ren't allowed to gather shellfish or raise fish in the carrols."
Carlos also talked about the company which is building roads in the area. They take
down the Huilliches' fences and the animals roam away. Then the police come and give the
Huilliches tickets for not keeping their animals fenced in. "One day I complained to the
engineer. He told me he had expropriation orders. But later I found out that this wasn't true."
For the Huilliches, the destruction of fences is a part of life. "I don't think that any
future government will return our lands. The current policies are stacked against us. We had
an opportunity with the Allende government, but then the coup came and nothing was left."

Como resultado de su exoneración de la justicia, se
les permitió crecer a tal punto que comenzaron a
cuestionar la validez de las estructuras de poder
tradicional. Este conflicto produjo una serie de
ataques contra la clase dominante en Colombia,
incluyendo el asesinato, en setiembre pasado, del
candidato a la presidencia, L. C. Galán.
Poco tiempo después de este asesinato el
gobierno detuvo a 10,000 personas y 'descubrió' el
paradero de varias sedes del narcotráfico y en una
semana fueron confiscados cientos de avionetas,
automóviles, armas, propiedades y millones en
efectivo. El clima de turbulencia social tradicional
en Colombia se ha empeorado por la gran ola de
violencia desatada por los narcotraficantes.
Las últimas ediciones de los periódicos de
los indios de Colombia 'Unidad Indígena' y'Alvaro
Ulcue' informan que líderes y organizadores indígenas continúan siendo asesinados sistemáticamente.
De hecho en cada edición de estos periódicos, desde
hace 15 años atras, se viene informando sobre asesinatos de activistas indígenas. A pesar de ésto, ellos
continúan fortaleciéndose y luchando por su vida,
su tierra, autonomía y cultura.

tradición de violencia política y una opresión
económica, social y cultural, generada por la clase
dominante de Colombia, en contra del sector más
pobre de la sociedad."

Líderes Indígenas Asesinados
SAIIC expresa sus condolencias a la familia de María Juana Camayo miembro del Cosejo
de la Ciudad, del pueblo de Totoro, y Berta Cecilia
de Jesús miembro del Comité Ejecutivo de la Federación de Campesinos del Cauca. Ellas fueron asesinadas y las evidencias no dejan dudas de que fueron
ejecutadas por los escuadrones de la muerte de los
narcoparamilitares.

Dear Sir,
We are from the Ava-Guarani community in the Ocoi native area, in the municipality of
Sao Miguel do Iguacu, state of Parana, BraziL
We want to tell you about our suffering and our struggle. We used to live in an area of
about 3,750 acres, .bounded on the west by the Parana. River, on the east by the Santa
Helena/Sa11ia Terezinha road, on the north by the Ocoi River, and on the south by the Jacutinga River. Our area was all forest. In the Ocoi-Jacutinga area we were more than 100 families numbering oyer 500 people, since the families were very large.
Our la11d w~s going to be flooded by the Itaipu dam. Then the Itaipu people told
FUNAI [Brazil's.bureau of Indian affairs] that there wereindiap~ in the area that was to be
flooded. FliNAic~ent an anthropologist, but he said that th~re were no Indians in the area,
only mesti{ds'.[people of mixed blood] and Paraguayans. This was not true because we were
certainly there.. . ·
Theyniade various offers of land to us. The first was 70 acres. The second proposal was
420 acres and the third was 560 acres. We did not accept any of these and we also refused the
fourth and last offer, which was 625 acres.
The Itaipu people gave us a deed for 625 acres, although on the map they made on July
31, .1982, only 575 acres are shown. We discovered this map two months ago. We did not
agree to the 625 acres, but then the Itaipu people began to pressure us and frighten us. They
gave us three days to leave. We did not want. to leave our land of 3, 750 acres for an area of
625 acres.

Then the Itaipu reservoir began to fill up and there was nothing we could do but leave.
We arrived:cmthis land in 1982, after a difficult struggle to obtain outrights. Now we are 35
families ¢()~~}sting of 14 7 people. We have never forgotten our. Jan&lt;:l and we are always

making clairris to the Itaipu people.
Our ne\y)and is slowly being washed away. The strong winds are dJ:·iving the water from
the new lake against the land and eroding it from below, and the trees are falling because
their roots are being undermined. When we arrived in this new area, it was already being
invaded by neighboring settlers. The settlers did not respect the Indians. They came in with
their machines, tore down the forest and the survey markers, and took away everything that
the Itaipu people had put here. The settlers said they did this because&lt;the Itaipu people had
not compensatedthem. We are peaceful Indians who don't want to fight with our neighbors.
Along the edge of the Itaipu lake there is a lot of rotting wood which is infested with
animals and insects, including mosquitos. We are not u~ed to living on the edge of a lake. In
summertime the lake becomes very warm and bot}l. a&amp;ults and children in the Ocoi native
area have caught malaria because of the lake. At the beginning of May, 27 adults and 16 children between the ages of.nine months and 12 years old had malaria.
We are not used to fakingwater from the lake. We are only used to taking water from
the rivers that the Creator. put there for us to use. In this land there are now no pure rivers
and our water is full of malaria and insects. All the water along the edge of the lake is full of

poison because the settlers washed a tank of
insecticide in the lake. When it rains the
poison that the settlers use on their plantations
passes across our land and goes into the lake,
and this causes a lot of illness. We can't get
away from the edge of the Itaipu lake because
our land is very narrow.
Next to our land are 420 acres that
Itaipu owns. We want Itaipu to compensate us
for the rest of the land they stole from us. We
had about 3, 7 50 acres of land, with forest, fish,
and game, instead of 575 acres with poison
and malaria. God put us in the world to live in
peace as brothers. The whites want to kill the
Indians rather than be brothers with them, but
we want to live in brotherhood with everyone.
Now we have nothing and there are
hardly any Indians left because in many parts "Are you aware you are an obstacle to progress?"
of Brazil white men and foreigners have killed
Indians with bombs and machine guns and have poisoned Indian areas. Can it be that you are
not aware of this crime that must be resolved? You loaned money to the Itaipu people so that
they could hurt us and the poor whites in the same situation as we are. Itaipu has done very
great damage here, but you loaned money for this, and to FUNAI so that it could pay people
to shoot the Indians, because we have enormous rights.

Yanomami Land Claims Recognized

The Yanomami Indian people of northern Brazil have received official recognition of
their claims to land through a presidential decree which establishes the Y anomami Indian
Park near Brazil's border with Venezuela. The Yanomami, who number 10,000 to 12,000
people, are the largest Indian nation in Brazil still maintaining a traditional way of life.
The decree was announced in the midst of controversy over a proposal by the Brazilian
military to occupy the remote northern frontier of the Amazon region with military bases and
air strips. According to the Union of Indian Nations (UNI), the project would directly affect
50,000 Indian people from 51 groups now living in the rainforest, including the Yanomami,
Tukano, Baniwa, Uanano, and others. Reports indicate that the decree establishing the
Yanomami Indian Park includes provisions for a strip 60 kilometers wide along the

he situation concerning the
Sumo of Awastingni of the
Atlantic coast of Nicaragua in
the Autonomous region of the
North Atlantic (RAAN) is
becoming increasingly difficult under the
government of Dr. Arnoldo Aleman, the
current president of the republic.
Aleman's administration has been unwilling to continue discussions regarding the
management of natural resources and the
rights of Indigenous communities in the
coastal region of Nicaragua.
It was the previous administration of
Dona Violeta Chamorro that granted a
land concession to lumber dealers which
affected the Sumo's territory In March of
1996 the government of Dona Violeta
Chamorro promised a concession to the
timber company SOLCARSA, a subsidiary of the Korean company Kum
Kyung, which granted the company a 30year contract to explore and exploit the
63,000 hectares of tropical rain forest in
the territory of the Sumo community of
Awastingni. This concession was made
without consulting the Sumo community.
For the Sumos, this concession signifies a
grave threat to the security and survival
of the 364 families who live in this region
and have traditionally fished, hunted,
cultivated and buried their dead on these
lands.
International pressure from financial
institutions impelled the government of
Violeta Chamorro to start privatizing
state industries and to undertake development projects on a grand scale in order
to attract foreign investment. The government alleged that, according to the Civil
Code, the lands were not titled to private
individuals but belonged to the government and could therefore be given in
concessions. With this justification the
government handed over great tracts of
national land to transnational corporations like SOLCA~SA. This policy contraflllll"'"""'!ll'-,...

In September 1996, the Sumos presented a petition to the court of appeals

The Sumos considers these actions by
the government to be in violation of
international norms, the Constitution of
the republic and the statute of the
Autonomous government of the Atlantic
Coast region. They have filed a petition of
protest before the Inter American
Commission on Human Rights (IACHR)
and the Organization of American States
(OAS). These organizations accused the
Nicaraguan government of not complying with its obligation to guarantee the
demarcation of the communal lands of
Awastingni and of the other Indigenous
communities of the Atlantic Coast.
Particularly frustrating is the fact that the
national government continues to make
consequential decisions regarding the
national resources of the Atlantic Coast
region in complete disregard of the

statutes of the Autonomous Government
of the Atlantic Coast, which has been
awaiting ratification in the national congress since 1990.
As a result of the meetings with the
lACHR and the OAS, delegates from the
Nicaraguan government and representatives from the Sumo and Miskitu communities formed a task force under the
Dona Violeta administration to further
study the issue. However, under the new
administration of Dr. Arnoldo Aleman,
new conflicts are surfacing. Delegates of
the new government are accusing Sumo
leaders of being separatists. It is evident
that the new government has little desire
to continue with the task force discussions.
Meanwhile the Sumos continue to
suffer from the repercussions of the mining exploitation project that operated on
their lands from 1930 through the 1980s.
They bitterly recount their personal experiences of the destruction of their environment, their rainforests and their entire
way of life. They are demanding that this
time their rights as an autonomous community be respected. For many years the
rivers in their territory have been severely contaminated. The consequences of
this contamination are evident: high
infant mortality rates, chronic diarrhea,
open sores on their skin and a host of
other illnesses and infections. The Sumos
demand respect for their community and
improvements in their roads, their
schools, their public health facilities and
the care of their fragile forests. One of
their highest priorities is ensuring the
reforestation of their land.
For the Sumos, the only alternative
for the survival of their communities is
the demarcation of their communal
lands. In this way they can legally keep
out forces like the Korean company Kum
Kyung which continue to seek access to
their lands and resources. ~

Aymara Elegido
Vicepresidente
1 7 de junio de 1993, Víctor Hugo Cárdenas, un
linguista y profesor universitario de origen Aymara,
perteneciente al Movimiento Revolucionario Tupac Catari,
fué elegido Vicepresidente de Bolivia.
Cientos de indígenas de diferentes comunidades se
reunieron en La Paz para apoyarlo el día de su toma de
posesión. El discurso de Cárdenas, pronunciado en español,
quechua, aymara y guaraní, afirmó que el actual gobierno será
guiado por los principios fundamentales de los pueblos
originarios de los andes: "Ama sua, ama Hulla, ama khella y
ama llunk'u" (no robar, no ser perezoso, no mentir y no hacer
falsos elogios).
Su elección a generado gran espectativa entre los Pueblos Indígenas de las Américas, que esperan que Cárdenas
su causa.

el Movimiento de Apoyo a la
Resistencia de los Waimiri-Atroari
(MAREW A), la compañía minera
Paranapanema es responsable por el
enterramiento de cinco mil toneladas de
desechos radioactivos en los alrededores
del río Pitinga, en la Región Amazónica.
Estos desechos han afectado a los residentes
de Presidente Figueredo y a los habitantes
delaReserva Waimiri-Atroari. El gobierno
y las autoridades locales no han tomado
nigún tipo de acción al respecto y la
población local no ha sido aún informada
sobre el contenido y peligro de estos
desperdicios.
Desde mediados de los ochenta, rumores
acerca de la presencia de desechos
radioactivos han circulado enPitinga. Estos
se han reafirmado con la aparición, en la
misma época, de síntomas en la población
tales como pérdida de los dientes, debilidad,
inexplicables enfermedades respiratorias,
caída del cabello y leucemia. Aunque la
Compañía Tabocca, otra firma que trabaja
en la región, ha verificado la presencia de
material radioactiva desde finales de la
década de los ochenta en el área, esta
compañía ha estado siempre protegida por
los gobiernos federales, estatales y locales.
Los residentes de Presidente Figueredo
requieren del apoyo internacional para que
el gobierno brasilero ponga freno a la
devastación causada por éstas y otras
compañías mineras en la región.

Un problema que el pos-nacionalismo
trajo a Bolivia, es la reconstitución de las
antiguas culturas y de sus herederos que
estan trabajando para revalorizarlas. Bolivia
es un país t:rilingue (Quechua, Aymara,
Español), y tiene además decenas de grupos
linguísticosmenores que continuan excluidos
de la única forma reconocida de participar
politicamente en ese país.
Los "sindicatos campesinos"
promovidos por el nacionalismo recalcitrante
de los años 50 y 60, han claudicado. Varias
comunidades indígenas los estan
transformando en organismos de poder que
responden a las necesidades de las mismas
comunidades, antes que al esquema patrónpeón con que los sindicatos en el pasado
fueron desvirtuados de su tarea de responder
a la comunidad.
Recientemente, en San Andres de
Machaca, de la provincia Ingavi del
departamento de La Paz, después del Congreso
Campesino de Octubre de 1992, se ha decidido
comunitariamente a transformar los

las personas y organizaciones conocer con
más veracidad lo que acontece en los pueblos.
Muchas veces las personalidades políticas
que se invitan no saben la realidad misma en
la que se debaten las comunidades.

representantes en su reunión de cuatrocientos
cincuenta delegados decidieron romper
relaciones con partidos políticos urbanos que
solo utilizan a los Aymara en tiempos de
elecciones.
Los líderes tradicionales han llamado
para reinstaurar el uso del Aymara así como
también la práctica de las tradiciones que la
comunidad crea funcionales a los tiempos.
Este tipo de medida ratifica la debilidad del
estado boliviano, y restaura el poder
autosuficiente de la misma comunidad
Indígena. Este es un interesante antecedente
que habla de la auto-valorización de la
comunidad y de su capacidad de autoregularse y auto-controlarse.
