We appreciate reference to SAIIC whenever you publish information you find here. 1985 has been a year marked by many accomplishments by Indian communities. The participation of indigenous organizations in the United Nations has been strengthened through a number of international and regional gatherings, and the negotiations for peace between the Nicaraguan government and the Miskitus have given hope for the future. On the other hand, there have been numerous negative events, such as the continuing massacres and oppression of all types against Indian people and others who suffer from poverty, especially in Guatemala, El Salvador, Peru, Colombia, and Chile. However, there is no doubt that Indian people continue to walk forward along the road to liberation, for which international solidarity and support is necessary. Title A name given to the resource Vol. 5, nos. 2&3 (15).pdf PDF Text Text strategic cooperation between the narcotics dealers and the military, along with the tremendous volume of money the former have invested in the country, demonstrates the fact that the drug lords acted with total impunity regarding their violent criminal activities. As a result of their exoneration from justice, the narco-network was allowed to grow to such an extent that they began to dispute with the government power structures. This conflict led to a series of attacks on Colombia's ruling class, including the assasination in last September of the leading presidential candidate, L.C. Galan. It was shortly after this murder that the government detained 10,000 people and "discovered" the whereabouts of the drug king-pins, and within a week had confiscated hundreds of planes, cars, weapons, properties and millions in cash. The already turbulent social climate of Colombia has been compounded since by the extraordinary wave of violence of the narco-traffickers retaliation. The latest issues of the Colombian Indian newspapers, "Unidad Indigena" and "Alvaro Ulcue" report that the killing of Indian leaders and organizers continues uninterrupted. In fact, every issue of these periodicals in the last 15 years has reported the killings of Indian activists. Even so, their cry for life, land, autonomy and respect for their cultures continues to grow strong. CRIC Headquarters Bombed The Headquarters of the Indian Regional Council of Cauca (CRIC) where the CRIC Newspaper is published, was bombed in September. Although there were 30 Indian people sleeping in the building at the time, nobody was hurt. After the attack, the Indian people in the building were detained, questioned, and put through a rigorous identification process. Then the police proceeded to raid the office, supposedly searching for clues about the bombing. Following the incident, the governor of the state of Cauca appeared and expressed solidarity with CRIC. He also promised restitution for the damages. A few days later, however, when CRIC organizers went to his office to request a permit to hold a demonstration in protest of the attack, they were denied the permit and the offer of economic aid was withdrawn. The attack and the ensuing debacle with the governor is in keeping with what Indian people in Colombia call, "a tradition of political violence and economic, social, and cultural oppression, generated by the dominant class in Colombia against the poorest sector of society." Indian Leaders Murdered SAIIC expresses condolences to the families of two female Indian leaders, Maria Juana Camayo, City Council member of the town of Totaro, and Berta Cecilia de Jesus, member of the Executive Committee of the Peasant Federation of Cauca. They were both murdered and evidence leaves no doubt that they were executed by narco-paramilitary death squads. We reject the declaration of the M-19 guerrilla movement which was announced by radio September 6, 1986. The declaration, which was made after the group had militarily taken the community of Inza, stated that Indian people are in total agreement with the war that M-19 has declared against the government. Indian organizations know that the interests of Indian people and our struggle are not compatible with the war now carried on by armed groups. We reject the war in Indian communities and territories that these guerrilla groups want to impose on us by force in clear violation of the rights of autonomy of Indian communities. The M-19 movement falsely maintains that it represents Indian interests based on the fact that some Indians are active in this group. However, those Indians act as individuals and not as members of Indian communities. Finally, we object to M-19's use of the names of Indian leaders to suit interests not compatible with those of Indian communities. The current crisis in the Brazilian federal government has had strong repercussions on theYanomami. As all attention and activity is centered on the corruption scandal in Brasilia, government agency budgets are not being disbursed as planned. In a letter dated August 31 health workers employed by the National Health Foundation (FNS) in the state of Roraima to work in the Yanomarni Health District notified Waldir Joao Ferreira da Silva, the then FNS coordinator in Roraima who was just dismissed, of their withdrawal from the 17 health posts in the Yanomami area. In the letter, they cited dwindling resources to fly to areas affected by malaria (the team had 20 hours of flight time available as of September 1) and Brazilian delegates at the Rio conferencs. Photo SAliC lack of essential medicines, especially Mefloquina used to combat malaria - entirely unavailable in the Yanomami Health District (DSY) since the middle of August Equipmentrequested to spray the breeding grounds of malaria-bearing mosquitoes had not been provided and the incidence of malaria is increasing. There were more than 4,000 cases recorded in the last six months. In some places, more than half the population has died of the disease. Health workers and the Indians affected by diseases did not have adequate food supplies. Furthermore, large proportion of the Indians are too ill to plant their fields, affecting next year's food supply. The letter, signed by 13 of the DSY health workers, accuses the FNS of being slow and unwilling to meet health needs in the area. In the Casa do Indio in Boa Vol 6 Num 4 Vista, about half the 120patients are Yanomami, mostly malaria victims. At the beginning of September, there was only two weeks' supply of food left, provided by the Dutch branch ofMedecins sans Frontieres. The Casado Indio would be swamped with new patients if flights continued to bring in emergency cases from the Yanomamiarea. News reports noted that theYanomami were increasingly resistant to medical treatment which has been irregular, inadequate and therefore ineffective. The garimpeiros (miners) have not missed their chance, inciting the Yanomami to react against FUNAI andFNS staff. Some Yanomami invaded a post in Baixo Mucaja!, taking food and gasoline. The garimpeiros have supplied theYanomarni with food and guns as they invade the reserve once again. They now number about 2,000. Sydney Possuelo, the President of FUNAI, met with FUNAI regional administrators last month to ask for their support to work out a strategy to rescue the agency's work. Possuelo would like FUNAI to take back responsibility for Indian health care - given to the FNS two years ago when FUNAI' s work was decentralized. At stake is the disbursement over the Cr$90 billion allocated to the Ministry of Health for health work among the indigenous population. FUNAI, with a budget of Cr$870 million, is as strapped for funds as the National Health Foundation (FNS) whose funds are embargoed because of government expenditure cuts. After meeting regional administrators Possuelo visited Clio Bmja, the Minister of Justice, requesting that military helicopters be used to visit the most critical Yanomami areas. These visits will be carried out over a period of four days to remove emergency cases, investigate invasions by garimpeiros, and will probably lead to an evaluation that will provide the basis for further FUNAI lobbying to reassume responsibility for the health work. Meanwhile, Possuelo is calling in FUNAI employees with health care training to work on an emergency basis in the Yanomami area. The aim of the DSY health workers in Roraima, all of them committed toYanomami rights, is to force the government to take responsibility for the work. There was some friction between the group and Waldir JoaoFerreiradaSilva, who has since been asked to leave his post after being appointed temporarily by the FNS in Brasilia as part ofa team that is investigating administrative irregularities of his predecessor. The DSY workers allege that he and the FNS in Brasilia were to blame for the situation because they did not provide necessary support for Yanomami health work, which continues to be critically important. El Ejército Zapatista de Liberación Nacional (EZLN) irrumpió en la arena política y militar. A partir de este momento la atención internacional se centraría en el estado sureño de Chiapas, región del pueblo Maya. Durante la medianoche del 31 de diciembre el EZLN dividió a su ejército en cinco columnas y en acciones coordinadas tomó los pueblos de San Cristóbal de las Casas, Las Margaritas, Ocosingo, Altamirano y Oxchuc, además de otros poblados menores. En Altamirano el EZLN tomó la cárcel y liberó alrededor de 160 presos, 60% de los cuales eran indígenas. A través de Radio Ocosingo el EZLN denunció la miseria extrema en que la cual viven los pueblos indígenas, la intimidación y la corrupción gubernamental y anunció que no depondría las armas hasta que no se hiciera justicia. Frente al edificio municipal en San Cristóbal de las Casas los Zapatistas leyeron su, ahora famosa, declaración de guerra. Enero 2. El EZLN atacó el cuartel militar de San Cristóbal de las Casas tomando gran cantidad de armamento, municiones y dinamita. Ese mismo día se retiraron de esta población. Enero 3. El ejército inició un contrataque por tierra y aire desplegando, en los primeros días, alrededor de seis mil soldados mientras la Fuerza Aérea bombardeaba supuestas posiciones Zapatistas y varios poblados indígenas. Fue también atacado un grupo de niñas Tzeltales y un vehículo de la prensa. según reportes eran miembros del último grupo de Zapatistas en retirarse de la zona. Una delegación de forenses reportó que se trataba de una ejecución extrajudicial. Enero 6. Los militares bloquearon la entrada a San Cristóbal de las Casas y a otras zonas en conflicto previniendo la movilización de periodistas, miembros de grupos de derechos humanos y civiles. Dos jóvenes fueron secuestrados por las Fuerzas Armadas mientras se encontraban en su comunidad en las Margaritas. Cerca de 70 organizaciones indígenas se reunieron en una convención electoral en la Ciudad de México, y pasaron una resolución criticando las propuestas del paz del gobierno por no asumir de una manera adecuada el tema de los derechos indígenas dentro de la Constitución. Mariano Pérez Ruíz, líder de la Organización Campesina Emiliano Zapata (OCEZ) y representante del Consejo Estatal (CEOIC) fue asesinado en el municipio de Simojovel al norte de San Cristóbal de las Casas por ocho hombres fuertemente armados que le tendieron una emboscada cuando salía de la comunidad de El Carmalito en compañía CHIAPAS de su hijo. Las organizaciones indígenas consideraron este crimen como un intento por desarticular el proceso de paz. Durante estos días, jefes de los partidos locales y ladinos intentaron cerrar la catedral y otras iglesias y mantuvieron bajo amenaza al Obispo Samuel Ruíz. Marzo 23. Luis Donaldo Colosio, candidato a la presidencia por el PRI, fue asesinado cuando adelantaba una campaña en Tijuana, frontera mexicana con Estados Unidos. El EZLN se pronunció en contra de este hecho considerándolo cobarde y sugirió que el PRI estaba implicado. El gobierno de Salinas anunció que el detenido había actuado por cuenta propia. El ejército intensificó la vigilancia sobre el EZLN especialmente en el área de las Margaritas, Ocosingo y Altamirano. El EZLN suspendió entonces su proceso de consulta y afirmó que concentraría sus esfuerzos en prepararse para recibir un ataque del ejército.
