La Occidental Petroleum Corporation anunció en mayo 26
que renunciará su contrato para explotar petróleo el bloque
entero de Samore, al noreste de Colombia a cambio de nuevos
derechos para una porción menor del área, pero bajo términos
más favorables. De acuerdo a una rueda de prensa hecha por
la Rainforest Action Network (RAN/Red de Acción Forestal) y
Project Underground (Proyecto Bajotierra): "Ni Occidental ni el
gobierno Colombiano ha consultado a los U'wa, tampoco le han
proveído información de cuales tierras serían incluidas en el
nuevo plan."

El dieciséis de febrero, el Ministerio de Recursos Naturales y
del Ambiente de Nicaragua negó el permiso a SOLCARSA, una
compañía maderera Koreana. Hace dos años, el gobierno de
Violeta Chamorro dió una concesión de 153,000 acres a SOLCARSA, un subsidiario de la compañia transnacional Koreana
Kum Kyung (vea Noticias de Abya Yala, volumen lO, número 3,
página 34). Estas concesiones violaron leyes que protegen los
derechos de las comunidades Indígenas de la Zona Autónoma
Atlántico Norte a tener el manejo de sus recursos naturales.
Esta reciente declaración viene despues de que la Corte
Suprema de Nicaragua haya establecido que dicha concesión sea
inconstitucional por la segunda vez. Para los pueblos Miskito y
Sumo, el primer paso para conseguir sus títulos de tierra sería la
expulsión de SOLCARSA. Armstrong Wiggins, un abogado
Miskito del Centro de Leyes y Recursos Indígenas dijo: "Esta fue

La Convención 169 de la OIT
RATIFICADA EN ECUADOR
El Congreso Nacional Ecuatoriano ratificó la Convención
169 Sobre Pueblos Indígenas y Tribales de la Organización
Internacional Laboral el 14 de abril, 1998. Los pueblos
Indígenas que comprenden cuarenta por ciento de la población
Ecuatoriana pueden usar este artículo como un instrumento
para obtener ventajas políticas (vea Noticias de Abya Yala, volumen lO, número 4, el cual contiene cinco artículos sobre este
tema). La Convención 169 exije reformas hacia la constitución
y legislación para que reconozcan los derechos básicos de los
pueblos Indígenas. Esto incluye los derechos de participar en la
formulación de regulaciones que afectan a los pueblos indígenas, por ejemplo los derechos a su territorio, su cultura, religión
y sistemas judiciales. La Convención 169 ha sido ratificada por

CITADO HONDURAS
Representantes de comunidades y organizaciones Miskitas,
Tawahkas, Ladinos Nativos, Gartfuna y Pech de la Moskitia
reportan que la Panda Patuca Power Company y autoridades
gubernamentales "estan promoviendo el desarrollo del proyecto
hidroeléctrico Patuca II a un ritmo acelerado sin la debida transparencia y sin haber realizado las consultas debidas con la
población que será afectada directa e indirectamente en caso
que el proyecto fuere ejecutado." Protestan que estas acciones
están en violación de convenios internacionales y leyes
nacionales,entreelloslosarticulos4.l, 7.1, 7.3, 7.4, 13.1, 14.2,
15.1 y 15.2 del Convenio 169 de la OIT, ratificado en
Honduras en 1995.

Masacres Paramilitares en
Pueblos Indígenas Colombianos
La Organización Nacional Indígena Colombiana (ONIC)
acusó que el día 8 de junio al menos 20 personas fueron asesinados y 18 más desaparecidos por grupos paramilitares y dirigido
por el ejército entre el2 7 y 29 de mayo en los pueblos de La Isla,
Guaguas, Canal y Bartola, en la selva de Murindo en la región
noroeste de Uraba, Colombia. Otras 500 Indígenas AfroColombianos y Embera-Katios han escapado del área por la violencia. El día l l de junio, diez miembros de un grupo paramilitar entraron a la comunidad de El Diaz del Pueblo Indígena
Embera Katio, en el departamento de Choco. Mataron a dos
jóvenes, y amanezaron a los demas 350 habitantes salir de la
comunidad durante 24 horas o morirían.
Amnistía
Internacional está mandando al gobierno Colombiano investigar
todas las matanzas y violaciones de derechos humanos contra
los Indígenas, y que cumpla su compromiso de combatir y desbandar los paramilitares que prometió en 1989.

Movilización Mapuche
El lunes l3 de Abril, las comunidades Mapuche de
Pangueco y Soto Cariqueo, de la comuna de Galvarino
empezaron la recuperación de tierras que fueron usurpadas por
particulares y empresas forestales. Veinte familias de la comunidad permanecían en el predio para reclamar como suyas 444
hectáreas. Otras cincuenta personas .de la comunidad Soto
Cariqueo hacían ocupación de 300 hectáreas de la Forestal
Mininco, para reclamar derechos históricos sobre esa zona.
Segun las comunidades Mapuche, ellos decidieron permanecer
en las tierras hasta que autoridades de la Conadi, de Intendencia
o Gobernación, se acercaran al terreno a conversar.
Estos eventos coincidieron con la visita a Temuco de la
primera dama de Estados Unidos, Hillary Clinton. Las comunidades Indígenas aprovecharon esta visita y presionaron al gobierno a dialogar. El dia 18 de Abril, El Consejo de Todas las
Tierras solicitó a la Embajada de Estados, reunirse con la
Primera Dama para entregarle una carta donde se expone la
situación de discriminación en que viven y su desconteno por la
presencia estadounidense en la region. El día 20 de abril se

But in recent years, along with a general awakening of human consciousness, we as people and as Indians have awakened. In this awakening we look
with honor and love to the heritage of our past, and in this spirit we have
begun to organize ourselves to be stronger. With steady efforts and much
work we are recovering our land, to live there with our own forms of government, to proudly speak our own languages, to seek an educational system
which facilitates our cultural and social development.
The road we have taken is difficult because the landowners have not hesitated to kill
Indians, including women and children, to imprison us, and to militarize our territories. And
it is important to acknowledge that a sector of the Church has also worked against us. Because
we have struggled for our liberation they have slandered us by calling us subversives and
suspended health and educational services. Despite this we maintain our faith in Christ and
take refuge in the words you spoke in Mexico, when you said that the Church must be rooted
. in the people and committed to an identity in the culture of our communities.
There also has been a sector of the Church which has seen in the struggles of Indian
people the sufferings of Christ for true liberation and for the right to life that motivates our
struggle. Such representatives of Christ on earth who have been with us in our struggle are
also persecuted and killed, as in the case of the deaths of Father Pedro Leon Rodriguez and
Alvaro Ulcue Chocue, the only Paez Indian priest.
With this greeting to Your Holiness, we remember in our history the shedding of Indian
blood, blood of native Americans, blood which nourishes the new world which we seek. .
We are convinced that such martyrdom will bear abundant fruit.

Amazon Com unities To Stage I

The f~llowing story appeared in a recent edition of
Unidad Indigena, the publication of the National Organization of Indians of Colombia (ONIC).
Centuries ago the Witoto and Muinane people held
sports tournaments where they played games called "tops,"
"ball," "spear," and "athletics." The games were mostly
forgotten until about ten years ago when sports lovers began
holding tournaments of European games. That reminded
people of the traditional Indian games, and some priests
organized a tournament called the Regional Indian Olympics of the Amazon. The first competition was held in 197 4
at Chorrera, Amazonas, and since then the games have been
expanded to include many Indian groups.
Poster at left announces a palin tournament sponsored by the
Mapuche organization AD-Mapu in Chile last summer. Palin is an
Indian game similar to hockey which is played with bent sticks and
a wool ball covered with leather.

�This year the games will be held from November 20 to 30 at Araracuara. The tournament will include two types of competition. Western-style games will include soccer, basketball, volleyball, and track and field. Traditional Indian games will include some that are
modified to make them more competitive and others which are primarily recreational. "Tops"
is played with two teams which have five to ten people each. Two kinds of tops are used, one
classified as male and the other as female. Each team has a fixed number of tops. A large circle is drawn on the ground where one side must launch a female top. The other side uses male
tops to try to remove the female top from the circle. "Ball" is played with a rubber ball about
the size of a small soccer ball while dancing in the maloca (the traditional communal house).

CHILE
SAIIC has received several
reports from the Mapuche organization AD-Mapu concerning continued repression of Indian people by the military government of
General Augusto Pinochet.
Jose Santos Millao, the
president of AD-Mapu, spent
several weeks in prison after
being accused along with four
other Indian leaders and community workers from the Universidad de la Frontera in Temuco
of participating in subversive
activities. Jose was released in
August.
Members of the AD-Mapu Cultural Theater Group, whose reOn August 26 local police hearsal was raided by police in August.
raided the building where the
AD-Mapu Cultural Theater Group (see SAIIC Newsletter, Spring, 1986, pp. 11-12) was
rehearsing and forced everyone to lie on the floor while the director of the company and his
wife were severely beaten. The group was attacked as "communist."
The unsuccessful attempt to assassinate Pinochet several days before the thirteenth
anniversary of the coup which brought him to power was followed by numerous instances of
government-sponsored repression throughout Chile. On September 11, the day of the anniversary, the Mapuche communities of Loncoyan Grande and Hueico Chico were invaded by ten
vehicles filled with military police, local police, and civilians whose faces were painted black.
Three houses were destroyed and three people were wounded, includin$ Fresia Curin Chicahual, 12 years old, who was wounded in the arm; Francisca Maria Reuca, who was
wounded in the leg; and Carlos Huenticona Curin, who was gravely wounded by various shots
in the stomach . Other people were detained, including Juan Curin Melin, Alfonso Loncomilla, Francisco Loncomilla, Vicente Loncomilla, Jose Evaristo Huenticona, and Gabriel
Chicohuel, a member of AD-Mapu. Police deny any knowledge of their whereabouts and they
have not yet returned to their communities.

The future of the Amazon depends on its Indigenous peoples and the state of their environment. The Coalition in Support of Amazonian Peoples and Their Environment held its second international forum in Washington, DC, at the Smithsonian’s Museum American History on May 10-12.&#13;
The meeting brought together North American non-governmental organizations with representatives from the Amazon Basin to coordinate long-term efforts on behalf of Indigenous and forest-dependent peoples. Secretary-General of the Organization of American States, Cesar Gaviria, and Assistant Secretary for Indian Affairs at the US. Department of the Interior, Ada Deer; gave keynote addresses at a reception welcoming participants in the evening of May 9th.&#13;

With all of these declarations, Indigenous leaders reiterate the importance that Indigenous participation should have in peace talks. They rightly point out that a meaningful and lasting peace will not be reached as long as the Indigenous peoples who live in the disputed territories continue to be ignored. Still, the governments of Ecuador and Peru are not listening. The government of Peru, for example, has proposed a plan to strengthen its borders by giving away Indigenous land to colonizers from different areas of the country.&#13;
But peace will not come through the further colonization of Indigenous people. On the contrary, peace will only be achieved when Indigenous land is rightly and justly protected, and the Indigenous way of life secured. A joint declaration from AIDESEP&#13;
and CONFENIAE states:&#13;
"Nowadays, it is in vogue to speak of integration. However; we have lived for thousands of years in peaceful communion with our Indigenous neighbors on both sides of the border. Furthermore, borders that the white people created have divided communities like the Shuar, Quichua and Cofan. But we continue to feel as though we were part of one Indian continental nation: the ancient Abya Yala ." &#13;

However, because of a lack of resources and interest, this law is not always enforced and large companies such as ENDESA can circumvent the law by, for example,&#13;
buying land and building houses in other areas, trying to persuade native communities to "sell."&#13;
The purpose of the Environmental Bases Law (No.19,300) is " to regulate all activities&#13;
that in one way or another affect the environment." However, because the law still lacks specific and definitive legislative language, it is easy for large corporations to act in defiance of the spirit such laws.&#13;
As of now, it is apparent that the CNE will recommend the construction of the Ralco power plant without objectively re-evaluating its inevitable effects. In December&#13;
1994, the CNE recommended the construction of the plant's gas pipelines. Ralco already has utilization rights on the Biobio River's non-drinkable water, the provisional electrical concession, and engineering studies in their final stages of completion.&#13;
Even though the CNE did not include the Ralco power plant in its latest plan of works, the government is·about to consent to its construction. If the government does give ENDESA the permission to build Ralco, it will close the possibility for a real environmental evaluation to be conducted. Ralco, like Pangue, will become an example of how the Chilean government allows big corporations to undertake socially and environmentally risky ventures despite the existence of laws that prohibit such&#13;
projects. A similar multi-dam project during the 1970s, Antuco County on the Laja River, did not make good on its promise . Antuco is today one of poorest counties of Chile.&#13;
Public outcry has been massive.&#13;
Different environmental organizations like GABB (Action Group in Defense of the Biobio), Indigenous rights groups, student activists and other outraged citizens have joined forces to stop the construction of Ralco. In a public declaration, GABB called for a complete halt to any other project along the Biobio River, the enforcement of the Environmental and Indigenous Laws, respect for the Pehuenche communities, their land and culture, and the creation of an effective energy policy that would prioritize the social and ecological sustainability of the country. &#13;

Alliances
Representatives of
Native organizations of
the Amazon basin have
told environmentalists and funders of development projects that they insist upon playing a
greater role in shaping policies for the future of
the Amazon. In a series of historic meetings in
Washington D.C. and San Franciscio in October, delegates of the Coordinating Body for the
Indigenous Peoples' Organizations of the
Amazon Basin (COICA), which is made up of
indigen0'1S organizations of five Amazon
nations, ~d a new agenda for "a permanent

dialogue" with these groups without intermediaries.
Evaristo Nugkuag (Aguaruna, Peru),
President of COICA told environmentalists
from 18 major conservatim, organizations in
Washington, "The Amazon thal is burning
right now is our life ... the time has come for the
indigenous peoples of the .M.mazon - the people
who have always lived there ... to defend our
lives."
A principal concern of the Indian
delegation was that environmentalists "have
left us, the Indigenous peoples, out of your
vision of the Amazonian biosphere." As a
result, they say, environmental groups have
promoted as alternatives to the destruction of
Amazonia, programs such as debt-for-nature

"there can be no development projects in
indigenous areas without the informed consent
of the Indigenous Peoples affected," and were
promised regular meetings with field representatives of the international agencies.

swaps and the creation of national parks,
which have been used by the governments of
the Amazon countries to undermine Native
land claims.
The COICA delegation which, besides
Nugkuag consisted of Luis Angel Chaurra
(Chami, Colombia), Wilfrido Aragon (Quichua,
Ecuador), and Santos Adan Atsua (Aguaruna,
Peru) urged environmentalists to develop a
closer working relationship with indigenous
organizations, and proposed "debt for indigenous stewardship" swaps as a means of
returning areas of the Amazonian rainforest to
the care and control of Native people. They
invited the environmentalists to continue their
discussion of common goals at a meeting to be
convened by COICA in Iquitos, Peru in May,
1990.
The COICA delegation also met with
officials of the World Bank, the Interamerican
Development Bank, and USAID, three development banks responsible for funding projects
which have had a serious impact on indigenous communities. They told the funders

and cared for the resources [of the Amazon]
with a great deal of respect, because it is our
home, and because we know that our survival
and that of our future generations depends on
it. Our accumulated knowledge about the
ecology of our home, our models for living
with the peculiarities of the Amazon biosphere,
our reverence and respect for the tropical forest
and its other inhabitants, both plant and
animal, are the keys to guaranteeing the future
of the Amazon Basin, not only for our peoples,
but also for all of humanity."
COICA, which was formed in response
to an attempt by the governments of the
Amazon Basin to control policies affecting indigenous peoples through the Amazon Cooperation Treaty, includes the participation of
AIDESEP (Peru), CIDOB (Bolivia), CONFENIAE (Ecuador), ONIC (Colombia), and
UNI (Brazil).

Valerio Grefa was elected General

November 1992. He is a member of the
Qulchua nation, from the commWllly of San
Pablo, Napo Province, Ecuador. 17le commu·
nlty is part of FECUNAE, the Federation of
NatiJJe CommunUies Q{the EcuadorlanAma·
zon. which is part of CONFENlAE, the Con·
federatfJ)nofindtgenousNatiDnsoftheEcua·
dor!an Amazon. which in tum is aj]lltated
wah COICA. In the Amazon basin there ate
more than one and a half mill ton Iru:Ugenous
inhabuants.jrom more than 400 natJDns.

SAJIC: How long have you been active In the Indlgenous movement?
VG: I have been acUve In the Indigenous movement since 1976. I am one ofthe
first leaders that had the honor of estabUshtng the UnJon of NaUves of the Ecuador1an
Amazon IUNAEI.
SAIIC: What are the chief problems
you had at that Ume In the Napo area?
VG: The first problems were to end
the slavery that the ertolloland owners maintained along the shore of the Napo River.
especially between Coca and Nuevo
Rocafuerte. They owned large haciendas.
and made people work for meager wages.
They used debts that were passed from
generation to generation. which were
unpayable debts. as an excuse to make the
people work. The organiZation ended this
abuse bythecrtolloland owners once and for
all. The lands for the most part passed Into
the communJty's hands.
SAIIC: YourcommunJty. San Pedro.
IS part of FECUNAE. Who does FECUNAE
represent?
VG: FECUNAE represents In particular the Quichua peoples of the lower
Napo In Ecuador. There are 53 organiZations now that make up FECUNAE.

SAIIC: You have represented both
FECUNAE and CONFENlAE?
VG: Yes. twice I was president of
FECUNAE, and then I was honored With
representing CONFENIAE In 1989. 1990.

SAIIC: So you resigned from your
position as president of CONFENIAE to as·
sume the post In COICA
VG: Yes. when I was elected Coordlnator of COlCA. I Immediately called a meetIng. - an amp1JJled assembly. as we call Itof CONFENIAE to formally resign the presidency. On the 17th of December this cer·

became the new president of CONFENIAE.
SAIIC: Who carrted out the meeting

VG: The organiZer was COICA The
host organiZationwas the Coordinating Body

SAIIC: And I understand that In this
meeting of COICA there was Increased participation. What other countries participated. and what other lndlgenous organiZations?
VG: In this case Venezuela. Guyana,
Surtnam, and French Guyana became new
members. So COICA now has nine members.
SAIIC: Can you tell us what the
structure of COJCA IS like. the governing
board, the coordinating board, or the coordinators?
VG: There have been two levels of
organization In COICA since our last assembly. Ftrst there Is the coordinating councU,
which IS made up of all the presidents ofthe
member organiZations of COICA that IS.

Uve level we have establlshed the govemJng
coordinating board. as we call It, whlch IS
made up of five coordinators. InCluding four
area coordinators and the General Coord!nator.
SAHC: Whatcontactsdoyouhaveon
a regional and International level. llke In
Europe and the United States?
VG: Well, COICA has put a lot of
effort Into establlsh!ng International contacts. But It IS our objecUve to respond In a
coordinated way to the proposals ofour base
communities. That IS h ow It was possible to
sign an environmental agreement between
the NGOs of the north and COICA. In the
same way It was possible to sign the cllmate
agreement. as It's called. between European
clUes and COICA. We began wtth seventeen
clUes. and now there are more than 200
cttles.
In the same way. there are other
proposals In the World Bank. proposals In
the United Nations, In the OrganiZation of
AmertcanStates(OAS). and to organiZations
thathavetodowlth thertghtsoflndlgenous
peoples. We have as our work agenda the
International Labor OrganiZation's (IW)
Agreement 169. and we are In dialogue with
governments to get them to pass thls agreement. We support It because It IS an International or legal tool that takes Indigenous
demands Into account In a more concrete
way.
SAHC: What IS COICA's proposal to
the environmental groups ofEurope and the
United States? Is It only economic support or
IS It something more profound?
VG: We have establlshed as one of
our basic objecUves that the Ama7..on basin
be considered a uniVersal unit, a global unit.
which calls on Its protagoniSts - the Indlgenous people - to ra1se our voice of attention. our voice of protest to the world, because the Ama7..on basin Is the last frontier

oftropical forest and of biodiversity In which
the basic rtghts of the first nations are Involved .
That IS the basic objective. The second objecttve Is. proposing to International
development organl7-ations development alternatives proposed by the Indigenous
peoples. what we call a utonomous development. which permits the peoples' self-determination. Because we cannot ISOlate the
development of the Indlgenous peoples from
the preservation of nature and the environment. we seek sustaJnable development. a
harmonic development between man and
nature.
SAHC: When do you plan to begin
COICA's actual work?
VG: Among the fundamental resolutions that were made In BrazU IS the approval
of the statute. and In Its approval COICA's
deflnlttve seat was establlshed In Quito. Ec·
uador. So our llrst actiVIties correspond to
that. to the transference of belongings that
we have In Lima and to establlsh a perma·
nent office In Quito. Our aspiration IS to
establlsh a basic Infrastructure which w1ll
allow us to work with satisfaction and attend
to the demands of our Indlgcnous organiZations.
SAHC: Inaddltton toCOICA's work In
the Amazon. do you plan to make contact
with other Indigenous peoples In the highlands. the p lains. and throughout the continent?

basin. Its floral life. It IS obvious that we need
to sign agreements with other forests that still
exist on the planet. That IS the reason that In
1992 In the month of Februaty we held a
world conference of the Indigenous and tribal
peoples of tropical forests In Malaysia. The
second meeting IS expected to take place In
May. possibly In Peru.
SAIIC: We also understand that on a
continental level there IS coordination. a network among Indigenous peoples from all geographical areas. and there IS an otgantzation
called CONIC. Do you have contact with these
brothers and siSters?
VG: Our Intention IS to coordinate all
the actiOns that other groups. other Indigenous otgantzations are taking on a continental or world level. to demand the rights that
belong to us. So the doors are open. we are
very wi.lllng to coordinate and have solidarity
with all those organiZations that are fighting
In a sincere way for the rights of Indigenous
peoples. We cannot remain ISolated. we cannot keep our diStance from the leaders of
otgantzations that have slm.llar goals.
SAIIC: The U.N. declared 1993 the
Year of Indigenous Peoples. What do you
think about that?
VG: Actually, I have my doubts about
thiS declaration. I th.lnk that maybe the United
Nationswantstouse 1993tocoverupthe500
Years of genOCide. of barbartsm. since the
amval of Columbus to America. Indigenous
peoples have to unJte to ratse that voiCe of
protest as soon as someone tries to make It a
folkloric year.
I understand that lf there are good
Intentions on the United Nations· part. It
should be a year of reflection. a year of decision-making. a year of recognition of the
fundamental rights of Indigenous peoples.
recognition of the otgantzatlons that are representative of the Indigenous peoples of
America and the world. It should be a year of
passing laws, International norms that benefit Indigenous peoples. Otherwise It will be a

world maneuver to control. to separate us.
lin not very optimiStic, but rather hopeful.
SAIIC: Is there a movement among
the Indigenous peoples In Ecuador to reclaim Indigenous sp!rttuallty?
VG: I think that when we talk of
splrttuallty.In an Indirect way we are talking
of the phUosophy of the Indigenous peoples.
I understand that we. theIndigenous peoples.
must recover the splrtt- the splrtt that has
led our peoples for millenniums. and which
has been seiZed by the sp!rtts brought by
Columbus. so many saints. so many VIrgins. that we are practically ldolatrlzlng 1n
churches. monuments. and that In thiS way
we have abandoned our own splrtts which
have guided us - the splrtt of the lakes. the
splrtt of the waterfalls. the splrtt of the
mountains. the splrtt of the whole world
viSion of the peoples.
I believe that we have to reclaim the
power ofourPacha Mama. the wisdom ofour
Pachacama. and all the sp!rttuallty of our
earth, of our territory. of our power. Only
when we respond to thts material struggle
splrttually will we have a complete struggle.
I think that not only In Ecuador but also In
Central America. In South America, In all of
the places where Indigenous peoples are. we
are reclaiming our true splrttuallty.
SAIIC: Some last message for the
peoples of Norlh America?
VG: Truly. a call to solidarity. to the
unity of Indigenous peoples within the diverSity of cultures that we have. so that In the
lmmedlate future we have a unlfied voiCe. a
monolithic voice. and that we can be heard
by the governments In the International
arena.
I understand that now we have to
make an effort to Ond ourselves and that.
setting aside any resentment. any lndMdual
Interest. we search for a consensual Interest. we seek a way sought by all the Indigenous Initiatives. Only In that way will we be
able to obtain In an organlzed manner the
rtghts whiCh we proclaim.

Se Inicia Séptima Ronda de Licitaciones
l 24 de enero, el Presidente del
Ecuador abrió formalmente una
nueva ronda de licitaciones para
explotación petrolera, la cual entrega 5
millones de acres de selva a compañías
internacionales. Las tierras incluidas
afectan los territorios de los Huaorani,
Quichua, Shuar, Cofán, Shiwiar y
Ashuar, los planeados Parque Nacionales
de Sumaco y Galeras y extensas áreas de
selva virgen.
El mismo día, indígenas del Ecuador
y medioambientalistas, respondieron con
una toma pacífica al ministerio de minas
y energía. Como resultado, el ministro
Francisco Acosta acordó una reunión
con la Confederación de Nacionalidades
Indígenas del Ecuador (CONAIE),
abriendo el camino a la discusión sobre
la formación de una comisión para
diseñar e implementar políticas de
monitoreo para la explotación petrolera.
En marzo, CONAIE y la
Confederación de Nacionalidades
Indígenas de la Amazonía Ecuatoriana
(CONFENAIE)
manifestaron
públicamente su oposición a la nueva
ronda de licitaciones y afirmaron que no
permitirán su desarrollo.
En una carta abierta al presidente del
Ecuador, el presidente de la
CONFENAIE, Edmundo Vargas, declaró:
"El gobierno ecuatoriano no tiene interés
en la posición de los indígenas y
medioambientalistas de la región y carece
de una política sobre el manejo de los
recursos naturales que dirija las
necesidades presentes y futuras de
nuestro país y en particular las de las
Naciones Indígenas de la región. La
ausencia de leyes adecuadas para
controlar a las compañías nacionales y
extranjeras y la realización de proyectos
económicos en territorios indígenas por
dichas compañías, sin la participación
de los indígenas en la toma de decisiones
ni en los beneficios de dichos proyectos,

demuestra claramente, que las
condiciones y garantías necesarias para
extender el margen de las actividades
petroleras en Ecuador no existen".
CONAIE apoyó esta posición
adicionando que ellos esperan "que el
Estado ecuatoriano y las compañías
petroleras participantes en la Séptima
Ronda de Licitaciones se responsabilicen
por los problemas que causan al medio
ambiente y a quienes hemos vivido en la
selva por cientos de años".

El Caso ContraTEXACO puede llegar
a las Cortes de Nueva York
En abril, el juez federal Vicent L. Broderick determinó que si los indígenas
acusan a Texaco por irresponsabilidad al abandonar desechos tóxicos en
la Selva Ecuatoriana se puede probar que estas decisiones fueron tomadas
en las sedes de Texaco de Nueva York. De esta manera, el caso podría ser
expuesto en la Corte Federal en Nueva York, estableciendo un importante
precedente sobre los derechos de los extranjeros en relación a las acciones
de las multinacionales norteamericanas.

Organizaciones de Pastaza Negocian con ARCO
Debido a la presión de la Organización de Pueblos Indígenas de Pastaza
( OPIP) y el apoyo de otras organizaciones, la compañía transnacional
ARCO acordó negociar sus planes para la exploración petrolera en la
provincia de Pastaza en el oriente ecuatoriano. Miembros de OPIP se
reunieron con miembros de ARCO el9 de junio y acordaron una segunda
reunión durante el mismo mes. ARCO confirmó oficialmente que aún no
ha tomado ninguna decisión para llevar a cabo la exploración en el Bloque
10 en el oriente, sin embargo, varios acuerdos preliminares se han
adelantado con OPIP. OPIP y ARCO acordaron establecer una comisión
técnica conformada por tres representantes de ARCO y de Petroecuador
y seis de las organizaciones indígenas de la región. Esta comisión
establecerá los lineamientos para una evaluación del impacto ambiental
durante el período exploratorio también como la selección de la compañía
que completará el estudio.

Ocho Muertes y Devastación Ecologica
en el Marañon

gas de Aguaytia y aumentará la
producción de petróleo en los antiguos
campos de Maquía y Agua Caliente
ubicados en la región selvática de Ucayalí
donde habitan Cacataibos, Shipibos y
Conibos. Esta compañía se hará cargo
también de la refinería de petróleo de
Pucallpa.
En abril, solamente tres semanas
después de la ruptura del oleoducto cerca
del río Marañón, el Presidente de
Petroperú, Miguel Celi Rivera anunció
en el pozo recientemente abierto de
Payacacu en el Amazonas, que la
producción de petróleo sería
incrementada de 132.000 barriles diarios
a unos 300.000 barriles en los próximos
dos años, como resultado del incremento
de la inversión extranjera. Tal incremento
igualará la producción de petróleo en el
Perú
con
la

Ecuador.
Aproximadamente el SO% de las nuevas
extracciones se realizarán en la Región
Amazónica.
El gobierno peruano anunció además
que otorgará concesiones a otras tres
empresas para que operen en la selva
además de la Compañía petrolera Móbil
que está operando en la zona de Purús,
región de Ucayalí.
AIDESEP advierte la destrucción
masiva del medio ambiente y de los
Pueblos Indígenas de la Selva Amazónica
Peruana si los actuales programas de
desarrollo del gobierno continúan. Hasta
el momento el gobierno ha rehusado la
participación de los indígenas en los
procesos de decisión. AIDESEP planea
una reunión de emergencia del 23 al 2 7
de mayo para movilizar un frente indígena
en oposición a las nuevas explotaciones.
Esta movilización busca que los indígenas
del Perú logren evitar una catástrofe
ambiental, resultado de las políticas de
desarrollo adelantadas en Ecuador .....

threaten Indian lands in the Ecuadorian Amazon~
Land has been expropriated for African. palm
cultivation and oil exploration. Areas which have
traditionally been Indian territories have been
declared "tierras baldias," or vacant lands, thus
allowing for colonization and exploitation.
The Ecuadorian Institute of Agrarian Reform
and Colonization (IERAC) has declared all
Amazon land as "vacant" despite the fact that
their own representative in the Amazonian Coca
region has testified that there are no vacant lands
in his jurisdiction. At the same time Siona and
Secoya Indians have found that lands for which
they were in the process of obtaining legal title
have been erased from the maps of the IERAC and
preliminary work for the establishment of palm
plantations has been undertaken in that same
territory.
An additional result of the IERAC's declaration
that "in the Ecuadorian Oriente (Amazon) there is
land for anyone willing to work it" has been a.
wave of migration of landless peasants to that
region. The situation has aggravated ethnic tensions and has led to land invasions and, at times,
armed hostilities.
Since 1983 the area of the Ecuadorian Aillazon
open to oil exploration and extraction has more
than doubled and now includes majorcenters of
indigenous settlement. On May 4,1987, the Ecuadorian State Petroleum Corporation·( CEPE) signed
a contract with a consortium of oil companies to
explore and exploit petroleum in an area greater
than 650 square miles in the central Ecuadorian
Amazon which is presently inhabited by the
Huoarani Indians. CONFENIAE, the Confederation of Amazonian Indian Federations in Ecuador
pointed out that the invasion of Huoarani territory by the oil companies is part of a larger pattern
in which the present government is delivering

Indian land to multinational corporations, colonization, and petroleum interests.
CEPE has awarded seven concessions for oil
exploration in more than 4,500 square miles of the
Ecuadorian Amazon to petroleum companies or
consortiums. As a result oil workers have
expanded onto Indian territory on a scale not
experienced before. They are cutting exploration
paths on lands inhabited by Runa and Hwiarani,
and building access roads when oil is discovered.
Less than half of the Runa communities have land
title, and the threat of colonization and land invasion presented by the above-mentioned policy of
declaring Amazonian land "vacant' is increased
when roads are b11ilt into their territory.
In response, Indian organizations have begun
a· program of demarcating their own lands using
native people trained in surveying and
topography.

Salasaca Quichua

''Bloodthirsty savages!" 'We have to punish
the·savages!n '1ndian idiots!'' ~these and similar
attacks, broadcast ··live over local radio stations
and through local media, continue to be directed
against the Salasaca Quichua, a small Indian commuriity in the central highlands of Ecuador.
The Salasacas live near a highway that cuts
their valley in half. In 1934, the Salasacas fought
against the construction of the highway that violated their chosen isolation from outsiders. Since
that time the. Indian people along the highway
have been the constant victims of robberies and
car accidents, but when they have complained to
local police about the robberies and the hit-andrun killings, no investigation or prosecution has
ever been carried out.
On June 5th an angry faction of the Salasacas
reacted to this frustration by killing two men who

Gilberto Macuxi, an Indian from the territory
of Roraima in the Brazilian Amazon, came to the
U.S. in May. His trip was sponsored by the Lummi
Indian Council in Washington State and by SAIIC.
Roraima is the scene of an increasing wave of
violence affecting Native people. Arbitrary imprisonment of Indians and exploitation by large
landowners, or fazendeiros, occur frequently. About
40,000 Indians live in Roraima from the Yanomami,
Ingariko, Taurepang, Wapixana, Wai-Wai-,
Waimiri-Atoari and Macuxi nations.
The following are statements by Gilberto
Macuxi regarding the situation in Brazil, and by
Tuchaua Luis, the Macuxi chief from the Maloca
do Piolho, and by Julia Macuxi, Gilberta's wife,
concerning conditions in Roraima:

Indigenous Religion: "Indigenous religion still
exists in Brazil because the Indians do not surrender, because the Indian is still Indian. The
Indian must hold on to his religion and preserve
his culture and language. So we are working to
encourage this too-to have children who are
bilingual. The government has always destroyed
the indigenous languages in order to discriminate
against the Indian through laws. But, the Indian
doesn't know how to live by these laws. We must
form alliances among ourselves in order to move
forward in our struggle, so that we may survive.
Denunciations: I'm the first person who is
coming here, putting forth everything to show in
the United States that in Brazil they are destroying the life of the Indian, destroying the forests,
destroying the waters which are contaminatedin
addition, among the Tikuna, 14 Indians were
killed and 27 were wounded by loggers-Oscar
Castelo Branco sent 20 people, all armed, and
killed the Indians. Besides this, in the indigenous
area of the Pataxo, in Bahia, a rancher killed an
Indian leader.
Calha Norte: I have already made various
denunciations against the authorities of Brazil,

principally the militar:Yt because the military
wants to include in their project the border zone of
150 kilometers in width and 6,000 kilometers in
length, where Indians exist and have lived for a
long time, preserving nature-the forest-for
their subsistence. So, the military wants to take
everything saying it is an area of national security.
They want to create an Indian colony as part of
this, instead of demarcating the lands. They also
want to create mining colonies, and the forest
would become a National Forest. But, it is my
feeling that Calha Norte is the destruction of our
culture, the destruction of our life. And Calha
Norte will provide protection to mining companies, because the mining companies want to enter
the area. The prospectors within the area are
being used by the mining companies. President

�Nature and the Amazon: We want support. We
are sad because the natural world in Brazil, especially in Amazonia, is going to be destroyed. In
Amazonia, there are many indigenous medicines
which could save many lives in the whole world.
The Indians must be pres~rved, in order to provide this future, to improve human life for all of
us-Brazilians, Indians. This could save the lives
of millions in many countries.
The Future: We would like to form alliances
with all the Indians of. the Americas, including

here in the United States. We want that alliance
because it is a way to protect our peoplethrough such an international alliance, between
Brazil, America, Canada, and other countries.
Here, I met with the Lummi and Canadian Indians. The Canadian Indians gave me a lot of support in my struggle. We want to live .as Indians.
Always the Indian will be a good example for
whites, because he is a person who is not after
private gain; he is a person who speaks the truth
in this world.

Sixty delegates from Indian organizations of
seven Amazonian countries-ONIC, Colombia;
CONFENIAE, Ecuador; AIDESEP, Peru; UNI,
Brazil; CIDOB, Bolivia; ACIPX Venezuela; and
TUNASARAPA, Surinam met in May in Santa
Cruz de la Sierra, Bolivia to hold the third meeting
of La Coordinadora-the Coordinating Committee
of Indigenous Peoples of the Amazon Basin.
The Coordinadora was originally formed in
1981, after Indian organizations of the Amazon

region rejected a proposal by the Interamerican
Indigenist Institute and the eigbt countries that
had signed the Treaty of Amazon Cooperation.
According to Evaristo Nugkuag, Aguaruna from
P~ru and President of the Coordinadora, 'We
realized that the most serious threat might be
from the eight countries that signed the Amazon
Pact-who resolve to exploit the resources of the
rainforest without taking into account the existence of Indigenous people who live there.

World Ban

President

Three leaders from the Coordinating Committee of the Indian People of the Amazon
Basin (La Coordinadora) met with the president of the World Bank in Washington, D.C., in
December to discuss Indian objections to economic development projects financed by the
bank.
Evaristo Nugkuag (Aguaruna Nation), president of La Coordinadora and of the InterEthnic Development Association of the Peruvian Rainforest (AIDESEP); Jose Narciso Jamijoy (Kamsa Nation), secretary of the National Indian Organization of Colombia (ONIC); and
Jose Uranavi (Huarayo Nation), president of the Indian Federation of Eastern Bolivia
(CIDOB), also met with officials of the Inter-American Development Bank and the United
States Agency for International Development (USAID).
Before arriving in Washington, the group traveled to Sweden, where Evaristo was
presented with the Right Livelihood Award, commonly known as the Progressive Alternative
Nobel Prize. On accepting the award, Evaristo affirmed that, "This award is not just for me,
but for the entire organization and for all my Indian brothers and sisters in the Amazon
region."
Lobbying major institutions which finance development projects in the Amazon is part
of a larger strategy by Indian people to affirm their right to land, self-determination, and life
itself. Before the arrival of the first Europeans in the early 1500's, there were at least six million Indian people living in the Amazon basin. Disease, massacres, slave raiding, and the
undermining of the environment on which Indian cultures depend have resulted in a drastic
reduction in Indian population. In this century alone, 90 groups have disappeared, and today
fewer than a million Indian people live in the region.
Evaristo said in Washington that La Coordinadora has been formed "to speak out about
our situation, to get in touch with the national governments where we are located, and to
keep close contact among Indian nations of the different countries in order to get to know
specific problems better, and in that way to help find favorable solutions." Although many
people from outside South America associate the Amazon primarily with Brazil, significant
areas of Venezuela, Colombia, Ecuador, Peru, and Bolivia also lie
within the Amazon basin. In addition to AIDESEP, ONIC, and
CIDOB, the Union of Indian Nations (UNI) of Brazil also participates
in La Coordinadora.
During the meetings in Washington, the three Indian leaders
spoke about the devastating impacts of large-scale economic development projects on Indian land. They specifically identified the PichiPalcazu, Alto Mayo, and Madre de Dios projects in Peru and the
Grande Carajas and Polonoroeste projects in Brazil. Evaristo said,
"For example, there are projects financed by the World
Bank or USAID in which a
road is constructed. This road
brings very negative consequences for Indians since we
ourselves did not request it,
and since we know that the

road, once constructed, gives tremendous
economic benefit to those who are financing it
and who have capital. We Indians are not the
ones who derive benefit from this road because
we have no way to exploit the natural
resources or to transport them to urban centers
in a way that even remotely benefits us. Those
who benefit are the companies that have extensive capital to bring in industrial products via
this road to the Indian communities, and, in
return, take from our area the natural
resources, such as timber. So as they advance
into the rainforest with the road, they carry
destruction with them. The companies and the
individuals that are interested in exploitation
only come here for a short time, taking advantage of the timber, or exploiting anything they
can. When they are finished, they return to
where they live, and all of us Indians are left
for the rest of our lives without resources,
because for us resources are the animals, the
birds, the river and all the other beings that
make up the natural world.
"These development projects have a profound effect on the ecological equilibrium, and the entire environment is left contaminated.
For example, if they begin to drill for oil, the rivers become contaminated and the fish die,
and the fish are a source of food that we Indians have always consumed. Right now the
animals are scarce, and, of course, people become sick. All of this results from the construction of the road into the area. Those are the worries that we communicated to the Bank."
The Indian leaders delivered a letter to the World Bank which requested the Bank's
action of the following points:
• "That the World Bank recognize the existence of Indian communities in the areas of
development projects which the Bank finances.
• "That the World Bank establish direct contact with Indian organizations through the
organizations' own representatives.
• "That the World Bank consider the direct and active participation of Indians elected
for that purpose by their organizations in the planning and execution of projects financed by
the Bank in areas where there are Indian people.
• "That the World Bank keep us informed, through our organizations, regarding the
Bank's plans for the financing of new projects and regarding the projects which are in progress
in regions where there are Indian people.
• "That the World Bank clarify for us its policy regarding Indian people and provide us
with a written copy of this policy. Here we refer to the Bank's publication Tribal People and
Economic Development and also to the Bank's Operational Manual No. 2.34."
The meetings in Washington were arranged by Oxfam America, Survival International,
and the Right Livelihood Foundation.
